Training stations are already placed in each world. Arms drop from the first clear of School bosses and from later content that was not itemized here.
How do you use Hand training?
Train the stat your next boss actually checks. In early worlds the guides do not assign one stat to each boss, so raise the stat that is cheapest to push and then test the fight. In Void World, match Knuckles, Hand, or Biceps to the boss that lists it.
